Safe Streets for All

Why this project matters

The Safe Streets for All (SS4A) project makes our community’s transportation networks safer for everyone. It identifies safety improvements to reduce fatalities and serious injuries on the valley’s highways, streets, and pathways, and it also creates a blueprint for designing streets and mobility networks that work for everyone. 

Who will benefit

Anyone who walks, rides a bike, takes transit, or drives in the community will benefit. The project will help locals and visitors move around the community more easily, safely, and efficiently.  

Elements of the Safe Streets for All (SS4A) Project 

Comprehensive Safety Action Plan – The Comprehensive Safety Action Plan is a concerted effort between Teton County and the Town of Jackson to make our streets safe for people of all ages, abilities, and modes. It recommends specific safety improvements and identifies the most important locations for those improvements with the goal of eliminating fatalities on our transportation systems by 2040.

Community Streets Plan (CSP) – The Community Streets Plan is the blueprint for designing streets that work for everyone. It creates mobility networks for all modes of travel and provides design types for streets that align with their function and applies those to the town’s street network.

Transportation Engineering Design (TED) Manual – The Transportation Engineering Design Manual provides design tools and standards needed to implement the Safety Action Plan and Updated Community Streets Plan recommendations. It references existing or “best practice” standards where appropriate and creates guidance specific to Teton County and the Town of Jackson where necessary.

Project progress 

Complete: The Comprehensive Safety Action Plan was completed in May 2025 and jointly adopted by the Town of Jackson and Teton County in June 2025.

In progress: The Community Streets Plan and the Transportation Engineering Design Manual are in the final phases of public review and are expected to be approved by the Jackson Town Council in Summer 2026.

Funding and costs 

The total project cost is approximately $600,000. This is entirely covered by the SS4A grant awarded to Teton County, which includes $480,000 in federal SS4A funds and $120,000 local match that is being funded through a private donation by the Garaman Family Foundation.
